Submission

The Draft Submission East London Joint Waste Plan (ELJWP) was submitted to the Secretary of State on 30 January 2026. It serves as the primary planning document used by the council's for the East London Boroughs of Barking & Dagenham, Havering, Newham and Redbridge for assessing planning applications and managing waste within the East London sub region.

Efficient and effective management of waste is an important part of the proper functioning of our society and communities. If not undertaken sustainably waste management has the potential to cause impacts on the environment and community life. Therefore, all built development must be given careful consideration in order to avoid excessive quantities of waste.

It is a statutory requirement for each area to have a ‘waste local plan’ that sets out how and where waste will be managed. Policies in waste local plans are used to determine planning applications affecting the management of waste. The East London Joint Waste Plan (ELJWP) updates and replaces the adopted 2012 East London Waste Plan.

 

Planning inspector

The Secretary of State will appoint a Planning Inspector in due course, before the examination in public begins. The Inspector will assess whether the Plan is prepared in accordance with legal and procedural requirements and whether it is 'sound' as defined in paragraph 36 of the National Planning Policy Framework December 2024. In so doing, he will consider all of the evidence and representations made in response to the Plan published under Regulation 19 in May 2025.

 

Programme officer 

Ian Kemp has been appointed as the independent Programme Officer of the ELJWP Examination and works on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process.

Any matters that you may wish to raise with the Inspector should be submitted through the Programme Officer.

Representations received will be sent to the Planning Inspector. The Planning Inspectorate privacy notice provides advice about how the Planning Inspectorate will process any personal information. The PINS’ Privacy Amendment Notice is supplemental to (and amends) the Planning Inspectorate Local Plan Privacy Notice. These Notices should be read together. It is very important that you read and consider these notices carefully because they explain how your personal information will be used and stored.
