Redeployable CCTV Cameras
Redeployable CCTV cameras are temporary cameras that can be installed in locations experiencing issues such as anti-social behaviour, fly-tipping, environmental crime, criminal activity or other community safety concerns.
Unlike permanent CCTV cameras, these cameras can be moved to places where evidence shows they could help prevent or tackle ongoing problems.
How do we use redeployment CCTV cameras?
Redbridge operates redeployable CCTV cameras using an intelligence-led approach.
This means potential locations for the cameras are identified through information we receive from:
- residents
- Ward Councillors
- Metropolitan Police
- Council Enforcement Services
- Community Safety Partners
- CCTV observations
- environmental crime investigations
- anti-social behaviour reports
- partner agencies
We review all available information to decide whether CCTV is needed, suitable and a proportionate response to the issue.
We base our decisions on evidence and what is needed to deliver the service, not just individual requests.
What is the process?
Before we install a redeployable camera we:
- assess the problem reported to us
- review the information and evidence available
- find a suitable place for the camera
- check for privacy and data protection considerations
- get the necessary approval
- install and test the camera
We regularly review the use of each camera.
How do we monitor cameras?
Redeployable CCTV cameras may be:
- monitored by CCTV Operators within Redbridge Council's CCTV Control Room
- viewed in response to incidents or intelligence
- used to support criminal investigations
- used to assist enforcement activity
- reviewed alongside information provided by partner agencies
All monitoring is carried out in accordance with relevant legislation, Council policies and the CCTV Code of Practice.
How do we review and remove cameras?
Redeployable CCTV cameras are only installed temporarily, not permanently.
We regularly review camera use, usually starting after three months, to check it is still needed and remains a proportionate response.
Following review, the camera may:
- remain in place where issues continue and ongoing monitoring is needed
- be relocated to another location experiencing identified concerns
- be removed once the cameras have achieved their purpose
When reviewing camera use, we consider the information we have, the number of incidents, the results of enforcement action and which work needs to take priority.
How to request for a redeployable CCTV camera?
Residents and Ward Councillors can raise concerns relating to:
- Anti-social behaviour
- Fly-tipping
- Environmental crime
- Criminal activity
- Community safety concerns
We may use the information you provide to help decide where cameras are needed in future.
Sending a request does not guarantee that a camera will be installed.
Privacy and data protection
We recognise the need to keep communities safe while respecting each person’s right to privacy.
Before installing a redeployable CCTV camera, we check that it is needed and that its use is a reasonable response to the problem. We aim cameras at areas where there are problems and, wherever possible, avoid filming private property unnecessarily.
All CCTV systems are operated in accordance with:
- Data Protection Act 2018
- UK General Data Protection Regulation (UK GDPR)
- Protection of Freedoms Act 2012
- The Council's CCTV Code of Practice
Further information can be found in the Council's CCTV Privacy Notice and CCTV Code of Practice.
