Redbridge FSD & Local Offer | Supporting children with SEND in early years settings
Redbridge Education and Inclusion Service provides help and support to families and childcare and early years settings who are supporting children with emerging and complex needs. This is offered through the following services: SEND Early Years Panel (known as SEYP) | A multi-disciplinary panel with representatives from the Redbridge Education and Inclusion Service and health professionals. The panel meets fortnightly during term time to receive and discuss notifications (referrals) from health professionals, early years settings, social care/family support workers and parents. You can find SEYP's Terms of Reference here. Early Years SEND Support team (known as the EYSENDS team) | a service that advises and supports both parents/carers and those supporting children (settings) with SEND, including the Pre-School Home Visiting team Pre-School Home Visiting team (known as the PSHV team) | part of the EYSENDS team, the Pre-School Home Visiting team works with parents and children (0-5 years) in the home to build on the abilities of the child and support them to learn and master new skills For children who are not yet in childcare or early education Parents can self-refer to the SEYP if they have a concern about their child's development, or may already be in contact with the PSHV team if the child has complex needs. They can access support to find a suitable childcare or early education place. Children who cannot access provision without additional support If you are considering an early years or childcare place for your child and you are concerned about their support needs, you can speak to your chosen early years provider or feel free to contact the EYSENDS team for an informal chat. If you are a setting and have a family requesting a place, or a child starting at your setting, where you do not believe you can support their needs without additional support, you should make an emergency notification to SEYP - you can email them here for advice. Supporting children with SEN and emerging needs in your setting There is a published SEND Early Years Pathway for all early years and childcare settings that offer the early years entitlements to children. This pathway details the journey to establish the level of support required for children and what additional support may be available to children. Here is the process you should follow where you have a child with emerging needs: Make a notification to the SEND Early Years Panel (SEYP) SEYP may request additional information, provide general advice to the setting or refer to a specialist support service (such as Education Psychology, Pre-school Home Visiting or Early Years Advisory Service) Where settings are unable to meet a child's needs without additional funding, they can request SEN Inclusion Funding to support children for the hours they are accessing early years entitlements SEN Inclusion Funding SEN Inclusion Funding (also known as SENIF) is available through the Early Years Block funding. It is intended to support children with low level and emerging needs who are accessing early years entitlements. Children may be eligible for SENIF in Redbridge if they: are accessing early years entitlements (working parent entitlement, targeted entitlement for two year olds and/or universal entitlement for 3 & 4 year olds) they are attending a Redbridge setting are being supported, or will be supported, by a setting through targeted or enhanced support Settings should follow the SEND Early Years Pathway as detailed above and make any request for SENIF through the SEND Early Years Panel. Education, Health and Care Needs Assessments (EHCNA) and Plans (EHC Plans) for children in early years up to 5 years and those in a school Reception class The processes involved in an EHC Needs Assessment is the same for all children. However, for those who are under 5 years or currently in a school Reception class the request for a Needs Assessment (stage 1) is considered by the SEND Early Years Panel. Once a decision has been made whether to agree the request for a Needs Assessment, this is then moved to the Redbridge SEN Team who will complete the Needs Assessment and make a decision on whether to issue an EHC Plan. For early years settings only - To support a request for a Needs Assessment for children in the early years (for example where a parental request has been submitted), early years settings may be asked to provide additional information and evidence for the child through an EHC Needs Assessment Request Form for early years settings. Early years settings should also use this request form to initiate a request for a Needs Assessment on behalf of a child.
