Consultation on School Admission Arrangements 2027- 2028

Redbridge Council is consulting on reducing the Published Admissions Number at several Redbridge schools from September 2027. The formal consultation on the Local Authority’s school admission arrangements proposals for 2027-28, runs from Tuesday 2 December 2025 at 00:01 until Tuesday 13 January 2026 at 23:59.  

Across London falling birth rates and family migration from the city, have led to a significant decrease in demand for school places. This has resulted in a reduction in applications for children to attend Redbridge schools. This trend is predicted to continue over the next ten years.  A decline in pupil numbers puts considerable financial pressure on schools.

The following schools are taking part in the consultation:

  • Clore Tikva Primary School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 45 to 30.
  • Cranbrook Primary School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 120 to 90.
  • Parkhill Infants School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 120 to 90.
  • Redbridge Primary School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 120 to 90.
  • South Park Primary School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 90 to 60.
  • St Aidan’s Catholic Primary School is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 60 to 30.
  • Caterham High School is proposing to reduce their Published Admission Number (PAN) for admission to Year 7 from September 2027 from 180 to 120.
  • King Solomon High School is proposing to reduce their Published Admission Number (PAN) for admission to Year 7 from September 2027 from 180 to 120.
  • The Palmer Catholic Academy is proposing to reduce their Published Admission Number (PAN) for admission to Reception from September 2027 from 192 to 180.

The proposed changes will help improve the significant financial impact schools would otherwise face due to the decreasing demand for school places in Redbridge, and across London.
Anyone with an interest in education, such as parents, community groups or schools may like to comment on the proposals. We are also asking all schools and other admission authorities within the borough and every neighboring education authority to comment on the consultation items.  For the duration of the consultation period the consultation survey will be available on this link: Redbridge School Admissions Arrangements Consultation – Fill out form

Any observations are welcomed and comments can be made through the online consultation or sent by e-mail to admissions@redbridge.gov.uk under the title “Response to Admissions Consultation 2027-28”, please. 

The deadline for comment is Tuesday 13 January 2026 at 23:59.   

This will enable any observations to be considered by the Authority's Cabinet at its meeting on 12 February 2026 before it decides the final admission arrangements.

Please note that Redbridge schools that are responsible for their own admissions may also be consulting on admissions for their own schools if they propose any changes to their arrangements or have not consulted in the last 7 years. This includes all voluntary aided faith schools, foundation schools and academies, including free schools. Schools can only change their arrangements if they consult, so without consultation they must remain unchanged.
