Redbridge Lane Rental Scheme
Redbridge Council has made an application to the Department for Transport to implement a Lane Rental scheme to reduce disruption from roadworks.
A Lane Rental Scheme aims to encourage utilities and all companies that want to work on the roads to do so at less traffic sensitive times on the Council’s busiest roads. It also looks to encourage those works to be completed as efficiently and quickly as possible.
The scheme would allow the Council to charge a daily fee for all road works based on the traffic sensitivity of each road included within its scheme. You can view a list of the roads (PDF 0.3MB) as well as a map of the Lane Rental scheme (PDF 14.9MB).
This charge would further incentivise all those carry out roadworks to do so outside of the busiest periods for those roads, more quickly, or to use methods to reduce the charges such as to encourage collaborative working with other companies so the road is not being dug up twice in quick succession.
The Lane Rental Scheme supports the actions contained within the Council’s Sustainable Transport Strategy as well as the London Mayor’s pledge to expand lane rental across London.
The Council’s Sustainable Transport Strategy aims to keep Redbridge moving and the benefits of a Lane Rental Scheme directly contributes to that aim. Redbridge is committed to providing a cleaner, greener, and safer borough as well as being supportive to the diverse needs of the wide range of businesses in the borough. Through managing disruption on the roads, a reduction in congestion due to roadworks will contribute to a cleaner, greener, safer Redbridge.
Consultation
To seek the views of stakeholders, the London Borough of Redbridge undertook a 4-week period of consultation, from Monday 28 July 2025 until Thursday 28 August 2025.
We received nine responses to the consultation, including one from the Metropolitan Police, London Councils, Transport for London, the Greater London Authority, two from telecommunication providers and three from utility companies.
Of the responses, three were supportive, one had no objections, and three contained series of questions and comments relating to various elements of the proposed scheme. One consultee stated that they believe that the current permit scheme should be more than sufficient in managing street and road works in Redbridge.
The following themes were raised throughout the responses received:
• The charge free period for immediate works
• The categorisation of footways and cycle tracks
• The use of Street Manager terminology
• The Cost Benefit Analysis
• Waivers and exemptions
• Waivers for collaborative works
• The application of revenues

Governance
The Council will look to implement full and transparent governance procedures and likely working with Transport for London and other London Boroughs to create a pan-London governance process to ensure consistency. The Council will publish all documents in line with the Department for Transports requirements.
