Request a reasonable adjustment
We want our parking and traffic enforcement processes to be fair and accessible for everyone. This includes people with disabilities or health conditions.
If you get a Penalty Charge Notice (PCN) or want to appeal to the Tribunal, the Equality Act 2010 gives you rights.
This law means you can ask for reasonable adjustments to make things easier for you.
What we can help you with
Reasonable adjustments can help make it easier for you to take part in the process, for example by providing support or making things more accessible.
It does not change the result of a Penalty Charge Notice (PCN) or appeal decision.
You can ask for a reasonable adjustment. For example:
- short breaks during a hearing
- british Sign Language (BSL) interpretation
- hearing enhancement equipment
- accessible venues or ramps
- help to fill in your Notice of Appeal or other documents
Everyone’s needs are different. Tell us what adjustment you need and why you need it.
Request a reasonable adjustment
We may ask you to provide supporting information to help us understand your request. This could include evidence of your disability or health condition.

What we cannot do
Having a disability or diagnosed medical condition does not mean you can drive differently. Everyone must follow the same driving rules and laws.
If a health condition makes it hard for you to drive safely, you must tell the DVLA. They will check if you’re fit to drive.
We cannot:
- cancel a Penalty Charge Notice because of your disability or health condition
- change the legal standards that apply to contraventions
- excuse a driver from breaking parking or traffic rules
We may look at the information you give us when making a decision, but this is separate from Equality Act requirements.
