Over £4000 fine on the menu for Ilford café caught making a mess.
Published: 23 October 2025
An Ilford café that repeatedly failed to store its commercial waste properly, leaving rubbish spilling out on the ground and making the area look messy, has been successfully prosecuted by Redbridge Council.
Cha Sha, based on Ilford Lane, fell on the Council’s radar following concerns over its waste management, leading to the shop being issued a legal notice under the Environmental Protection Act 1990 (EPA). This laid out conditions for the storage and management of its commercial waste.
However, during unannounced compliance checks on Cha Sha - registered as Moju Trading Ltd - Redbridge Neighbourhood Enforcement Officers found the shop ignoring the legal notice.
They found the store’s commercial waste bin unlocked and overfilled, along with open bags of waste, discarded shop furnishings, and other loose rubbish left on the ground - likely to attract vermin to the area.
The offences led to several Fixed Penalty Notices being issued to Moju Trading Ltd.
Despite several reminder letters being sent by the council the fines remained unpaid, leading to court action against Moju Trading Ltd and its two Company Directors, Mussana Khalid, aged 38, and Rabeea Quraishi, aged 33.
They were summonsed to appear at Barkingside Magistrates Court, on Tuesday 2 September, each charged with five offences of failing to comply with the EPA
After failing to attend court, the case was heard in their absence and the charges against them were proved, leading to a fine as well as court and council costs – all totalling £4,675.
Redbridge Cabinet Member for Enforcement and Community Safety, Cllr Khayer Chowdhury, said: “We have zero tolerance for grime crime in our borough. It’s up to all of us to keep Redbridge clean and tidy, and this includes businesses. The failure to correctly store and manage commercial waste is a threat to our local environment and public health, as well as being an eyesore for local communities. The majority of our local businesses act responsibly and store their commercial waste properly. But for those who aren’t doing so, this prosecution should serve as a strong warning that Redbridge Council will continue taking tough action against those businesses who refuse to act responsibly and legally when disposing of their waste.”
