Redbridge Councillor Noor Jahan Begum found in breach of Code of Conduct

Redbridge Council’s Standards (Hearings) Sub-Committee has concluded its investigation into alleged breaches of the Member Code of Conduct by Councillor Noor Jahan Begum, following a hearing held on Thursday 13 November 2025.
The Sub-Committee considered three allegations arising from incidents in April 2025, and its findings were read out by the Mayor of Redbridge, Councillor Beverley Brewer, at Full Council on Thursday 20 November 2025.
After hearing from everyone involved — including Councillor Begum’s lawyer, the Independent Investigator, the Independent Person, and Councillor Tanweer Khan — the Sub-Committee accepted the findings of the independent investigation report, as set out in the Decision Notice.
The Sub-Committee found that during the investigation, when making a complaint against Councillor Khan and acting as a witness in her relative’s complaint, Councillor Begum made comments and allegations that were not supported by clear evidence
Her dishonesty and failure to act with integrity when responding to, making, and supporting a complaint against Councillor Khan were deemed breaches of the Code of Conduct in the following ways:
- Respect – Councillor Begum did not treat Councillor Khan with respect by making claims that were patently untrue and capable of causing him both personal and professional harm.
- Disrepute – Councillor Begum’s behaviour was found to be dishonest, bringing her role and the London Borough of Redbridge into disrepute. By making allegations that could not have been true and colluding with a witness whose close relationship to her was withheld during the investigation, she eroded trust in councillors and the Council.
The sanctions agreed include the removal of Councillor Noor Jahan Begum from all Council committees for six months.
