Unsafe HMO shut down in Ilford following Council enforcement action

Redbridge Council has taken tough action after uncovering unsafe living conditions at a property in Ilford.

Housing Standards officers carried out an unannounced inspection following reports of harassment and overcrowding. Inside, they found that property was occupied by 9 unrelated people. Officers found the presence of black mould in tenants’ bedrooms, water marks in the entrance hallway, evidence of mice droppings in the kitchen, and communal spaces turned into bedrooms that contained single beds. 

The property was being run as an unlicensed House in Multiple Occupation (HMO). The managing agent, who had been collecting rent from the tenants, denied involvement. However, rent receipts and witness statements indicated the agent had been collecting rent.

Enforcement notices have now been served, with multiple civil penalty notices in progress. The property has been reclaimed by the landlord and returned to use as a family home, while tenants have been referred for Rent Repayment Orders.

Councillor Saima Ahmed, Cabinet Member for Housing and Homelessness, said: “Residents have rightly raised concerns about landlords failing to meet their responsibilities and this case shows things are changing: we are taking firm action to raise standards and protect tenants. Our zero tolerance approach means rogue agents and landlords will not be allowed to exploit residents in Redbridge. Everyone deserves a safe, secure home and we will continue to act to make sure that happens.”

Landlords and agents are reminded to check their responsibilities and ensure properties are licensed and safe.
