East London property firm and bosses jointly fined over £20k for waste dumped in Redbridge Nature Reserve

Dumping waste in Redbridge? You risk getting a criminal record and fined thousands as Waltham Forest based RCGY Prop Ltd, and its Directors Hasan Yaman and Ruhui Chowdhury recently discovered.
The property firm and its two bosses were hit with a joint fine of over £20k following a Redbridge Council led prosecution over waste found dumped in Aldborough Hall Nature Reserve.
Following the prosecution the Council warned businesses who fail to dispose of their waste lawfully will face tough penalties if their rubbish is found dumped in Redbridge.
The court action against RCGY Prop Ltd, based in High Road, Leyton, and its two Directors Yaman and Chowdhury, was triggered after an investigation into a large-scale fly-tip discovered on the nature reserve.
Redbridge’s Neighbourhood Enforcement Team were initially alerted to the environmental crime at the popular wildlife site by the local community.
Arriving at Aldborough Hall Nature Reserve - an extension of Fairlop Waters Country Park, Enforcement Officers were confronted with piles of waste, which sparked a complex multi-strand investigation.
Among the waste found dumped at the nature reserve, on Painters Road, Ilford, were distinctive piles of construction rubbish and bulky household items including mattresses, rugs, a large sofa, carpet underlay, Hammersmith and Fulham Council labelled commercial waste bags containing soil, and filled white builders’ bags, as well as a suitcase containing books, letters and old tenancy documents.
The investigating Enforcement Officer spent several days examining the dumped items in painstaking detail, uncovering crucial evidence that eventually linked it to a property in Fulham, West London.
It transpired the Fulham property had been purchased by RCGY Prop Ltd. As part of the comprehensive investigation the Enforcement Officer found evidence linking the waste directly to RCGY Prop Ltd, Yaman and Chowdhury.
The business and its two directors were taken to court after failing to show how the waste from the Fulham property had been disposed of by RCGY Prop Ltd and what measures it had taken to ensure the waste was being disposed of safely and securely.
RCGY Prop Ltd; Yaman aged 30, from Leyton; and Chowdhury aged 37, from Enfield, were prosecuted for two waste offences under the Environmental Protection Act 1990:
- Failure to take measures when managing extractive waste to prevent contraventions and the escape of waste by other persons.
- Failure to comply with requirements to produce waste transfer notes.
Redbridge Cabinet Member for Enforcement, Community Safety and Cohesion, Cllr Sunny Brar said: “Dumping waste in one of our treasured nature reserves is a disgraceful act that damages the environment, harms wildlife, and undermines the efforts of our local communities who take pride in our borough. This prosecution should serve as a warning that Redbridge does not tolerate fly-tipping and will continue to take robust action and use the full weight of the law against those who damage our environment and blight our borough.”
Appearing at Barkingside Magistrates Court on Tuesday 4 August, both directors pleaded guilty to the environmental offences leading to:
· Yaman being fined and ordered to pay a victim surcharge – all totalling £4,666.
· Chowdhury being fined and ordered to pay a victim surcharge – all totalling £4,666.
· RCGY Prop Ltd being fined and ordered to pay a victim surcharge and council costs – all totalling £12,475.
Combined, their court-imposed fines and costs totalled £21,807.
Cllr Brar added: “This successful prosecution is a testament to the dedication, professionalism, and meticulous work of our Neighbourhood Enforcement Team. The investigating officer spent days carefully examining the fly tipped waste, following every line of enquiry and piecing together evidence from multiple sources to build a strong case that led to this significant conviction. We are proud to have a borough known for its beautiful parks, nature reserves and open spaces, and we will continue to do everything we can to protect them.”
RCGY Prop Ltd, Yaman and Chowdhury are the latest to be prosecuted in relation to the mass scale fly-tip discovered at Aldborough Hall Nature Reserve. In May this year a dry cleaning business and its director – unrelated to RCGY Prop Ltd, Yaman and Chowdhury - was also prosecuted for similar offences in relation to the piles of waste found dumped at the site.
Further separate investigations, unrelated to RCGY Prop Ltd, Yaman and Chowdhury, or the earlier May prosecution, are also continuing regarding other fly-tipped waste at Aldborough Hall Nature Reserve.

It’s thanks to the local community who reported the fly-tip at the nature reserve that the Council was able to take enforcement action and hold those responsible accountable.

All fly tips made known to the Council are recorded and investigated, with enforcement action being taken if evidence is found. The Council aims to clear all recorded fly-tips on council land and the highway within 24 hours of it being reported.
