On this page you will find information about opportunities to get involved with Housing Services as a council tenant or leaseholder.

You can:

  • attend a resident meeting - we have a number of resident groups you can join;  all new members are welcome
  • join our Community Review Panel, working with us on the development of new council housing
  • complete an online survey
  • receive email updates from us on resident events, surveys and community projects by subscribing  to our e-newsletter
  • comment on our e-newsletter ,Housing News, or other communication methods
  • attend a community event or our annual Residents' Conference

Residents' Conference 2020

This year's annual Residents' Conference for council tenants and leaseholders will be held on Saturday 28 March from 9:30am to 2pm at City Gates Church, 25-29 Clements Road, Ilford IG1 1BH.

We are delighted to announce that Alistair McIntosh, Chief Executive, Housing Quality Network will be our guest speaker.

Last year's conference was held on Saturday 30 March 2019 at City Gates Church, Ilford.  We were delighted that so many residents attended and it was a great opportunity for us to meet and speak to residents. Councillor Farah Hussain, Cabinet Member for Housing and Homelessness, spoke at the Conference and presented an award to two remarkable Council residents, Mrs Barbara Newman and Fazer Mossman, for their outstanding achievements. Housing services, performance information, housing policies and current housing issues which affect council tenants and leaseholders.

Resident Panel


Resident Scrutiny: the panel members select a housing service area to review.  The panel looks at documents such as performance information and policies relating to the service area and also meet with housing staff to discuss the service area. A report of the panel's findings and recommendations for service improvement is submitted to housing management. Under the Localism Act council tenants are empowered to hold their landlord to account as part of the principle of co-regulation.


Meetings are normally held in the daytime and the dates are arranged with the panel members.

Asset Management Group The housing repairs service, capital programme and planned maintenance works are discussed.  Our repairs contractor, Morrison FS, attends the meetings. Health and safety issues such as fire safety are also discussed.


The group meets every two months on a Tuesday evening. The next meeting date is 28 January,

6pm to 7pm. 

Where:    Orchard Housing Office

Resident Communication Panel Housing News (our housing e-newsletter), letter templates, survey questions and other formats used by Housing Services including digital methods to communicate with council tenants and leaseholders are discussed. The panel members comment on our use of plain English and the clarity of the information we provide. A 'Resident Approved' logo is shown on documents the panel has reviewed.


The group meet at least four times a year during the day.

Leaseholder Forum General leaseholder issues are discussed.

Designated Tenants Panel The panel discusses complaints which have not been resolved by our Complaints procedure comprising of Stage 1 and 2.


Occasionally  2-3 times a year.

Residents' Conference This is an annual half-day event where you can meet staff, listen to speakers on various housing issues and browse information stands. A hot lunch is included.
