Street trading licences
Street and pavement trading licences are normally issued to persons wishing to carry out commercial activities on the Public Realm.
If you have a commercial premises and wish to extend your own trade onto the adjacent public pavement, visit the pavement trading page.
All other trading of goods and services within 7m of any boundary to the Highway requires a street trading licence.
Following a review of our policy and pitches, we are now accepting applications for street trading pitches within the Borough for durations of up to one year and all information on how to do so is below.

Street trading pitches
We have a selection of 34 pitches throughout the borough, separate to those on the High Road Ilford, which are let as part of the Ilford Market.
These have been selected as they will provide a good location for both the stall holder and pedestrians using that pavement area and will offer the chance to bring in new traders to complement other businesses in the area. These are listed in our Street Trading Policy which was recently accepted by Council Cabinet following a public consultation carried out in 2024.
All pitches must be removed at the end of each trading day and we will not be accepting requests for the installation of kiosks at this time.
All are based on a standard pitch size of 3m x 3m.

We will accept applications for other temporary locations and those will be considered individually.
Applications will be assessed on a first come first served basis considering all aspects of the suitability of the offer for the location requested, including the goods to be sold, health and safety, previous trading history and the character of the applicant. We would give preference to persons who do not occupy any other pitches in the Borough.
Fees
All of these pitches listed have a set fee of £3260 per year per 3m x 3m area, so if your pitch measures 3m x 5m you will be charged for two pitches.
Grounds for refusal
The London Local Authorities Act states that applications must be refused on the following grounds:
- If the applicant is under 17 years of age.
- If the street is not designated for street trading.
- If there is not enough space in the street for the applicant to engage in trading without causing undue interference to persons or vehicular traffic using the street.
It also includes the following discretionary grounds for refusal:
- That there are enough traders trading in the street or any street adjoining offering the goods applied for.
- That the applicant is unsuitable on account of misconduct or other sufficient reason.
- That the applicant is an individual who has failed to fully utilise a street trading licence previously granted to them.
- That the applicant has had a previous licence revoked for non-payment of fees.
- That the applicant has not provided or identified suitable premises for the storage of receptacles or perishable goods when not trading.

How to apply
To make an application, complete the form below which includes a list of documents that must be attached on the last page.
Send the completed application by email to licensing.authority@redbridge.gov.uk or post to Licensing Authority, 2nd floor, Lynton House, 255-259 High Road IG1 1NN.
If we already have an application in progress for a pitch, please look at other pitches. If an application is not successful, the pitch will be flagged up as vacant.
All applications that meet the statutory requirements have a 28 days consultation, starting the day after we receive the form and documents.
As part of this, we are required to publish a list of all applications currently in progress.
If we have any concerns raised, we will contact you to discuss these as part of the decision process.
At the end of this will review any representations received and decide whether to grant, refuse or grant with conditions.
Fees will be charged once the licence is approved.

Ilford High Road market
We are currently trialling a market on the High Road pedestrian area. This operates from 9am - 6pm every day except Wednesday.

Trading in our parks
If you are looking for a pitch or short term event within our parks, these are managed by Vision RCL.
Farmers Markets at Wanstead and South Woodford
Farmers and community markets are held on the first Sunday of each month at Wanstead High Street and on the third Sunday of each month at George Lane, South Woodford with a selection of food, craft and plant stalls, to complement the great range of shops already at these locations. These are operated on our behalf by Ace Events Ltd and you should contact them to check for pitch availability.
Wanstead seasonal changes: there will be an additional date in Wanstead on the third Saturday of December and September market will be on September 14th to link in with the Wanstead Festival.
Station locations
Most pavement areas directly outside stations are owned and managed by Transport for London (TfL) and all enquiries regarding stalls at these locations should be directed to them. These include: Redbridge, Ilford (Cranbrook Road entrance), Newbury Park, Gants Hill, Barkingside, Hainault, South Woodford, Woodford (north entrance), Snaresbrook. Complaints?
If you have concerns about a person who may or may not be licensed for trading on the street please use our Report it option and we will respond within 10 days.
