Executive Leadership Team (ELT) and Cabinet
Executive Leadership Team
ELT takes responsibility for all of the council's activities and works with councillors, making sure that services are delivered in accordance with policies and in the best interests of residents.
ELT is made up of the Chief Executive, four Executive Directors and the Director of Assurance and Monitoring Officer.
They work closely with the Cabinet cycle and meet fortnightly.
Cabinet
The Cabinet is made up of the Leader of the Council and senior councillors.
The Cabinet are accountable to the public and are the ambassadors for our work in improving Redbridge. They are responsible for the political leadership and actively make sure that the decisions made by the council are collectively politically informed.
The work programme of ELT closely mirrors that of the Cabinet with many of the items discussed eventually becoming Cabinet Reports. The officer parts of Cabinet reports are signed off by ELT. They meet the full Cabinet on a regular basis, and meet the Leader and Deputy Leader of the Council fortnightly.
All the key strategies and plans of the council are initially discussed with ELT. The team also deals with major or difficult operational issues, particularly where more than one department is involved. The aim is to leave Executive Directors, and through them directors and heads of service, as free as possible to manage the day-to-day business of the council.

Executive Directors nominate a senior officer in their management team to represent them at management team meetings if they are not able to attend.
The Chief Executive, or the person they delegate to, chairs the executive leadership team meeting. As head of paid service, the Chief Executive is to give reasonable instructions to any member of staff, senior or junior, within the framework of policies agreed by the Cabinet and the council, and subject to the law and best practice.
Decisions are normally reached by discussion and consensus, taking into account the professional views of the heads of department.
