Climate Change journey in Redbridge
Redbridge Council responded to the increasing public concern and extensive scientific evidence on climate change by unanimously passing a climate emergency declaration at a meeting of the Full Council on 20 June 2019.
Following the work of the Climate Change Corporate Panel and based on a Green Audit of the organisation’s baseline emissions from 2019, the Climate Change Action Plan (2021-24) (PDF 2.45MB) was developed to illustrate the opportunities available to address the Climate Emergency and start the council’s journey towards reducing emissions.
The plan represented the start of the council’s journey focusing on reducing the organisation’s own emissions whilst also using the council’s role as a community leader to support the reduction of emissions in the borough.
The Action Plan delivered significant progress by switching 100% of electricity for street lighting, council buildings and housing to green energy, securing over £2.2 million to improve energy efficiency and upgrade more than 100 homes in fuel poverty, enabling two‑thirds of journeys to be made by walking, cycling or public transport, installing 563 electric vehicle charge points across the borough, and planting over 65,000 trees alongside major investment in flood prevention and green spaces.
Building on this progress, the Council has now developed a new Climate Change Strategy (2026–2030) (PDF 1.86KB) which sets out a refreshed and ambitious framework to accelerate carbon reduction, strengthen climate resilience, and embed climate action across the council, communities, and the local economy until the end of the decade.
Overview of the Climate Change Strategy (2026-30)
The Strategy has been developed to build on the progress delivered through the previous Action Plan and sets out a comprehensive framework for the next phase of climate action here in Redbridge. The Strategy contains 138 actions, structured around five key themes:
- Energy‑Efficient Modern Buildings
- Sustainable, Connected Neighbourhoods
- A Climate‑Resilient Green Borough
- A Thriving Green Economy
- Climate‑Conscious Communities
Through the Strategy, the Council committed to a more ambitious carbon target of becoming a net zero Council by 2040, while also taking action to reduce borough‑wide emissions, strengthen climate resilience, and maximise social, economic and health benefits for residents.
The Strategy outlines how the Council will combine delivery-focused action planning with a longer‑term, strategic approach, embedding climate considerations across services, working in partnership with communities and businesses, and positioning Redbridge as a leader in local climate action until the end of the decade.

Climate Change Annual Report
When publishing the original Climate Change Action Plan (2021-24) (PDF 2.45MB), the Council committed to providing an annual report to the Place Scrutiny Committee, however following the recent committee restructure, the reports will now be published online.
The Climate Change Annual Report provides a comprehensive summary of the organisation’s progress on each of the commitments in the action plan and also provides analysis of the latest data on the organisation’s carbon emissions estimates.
Following the completion of the delivery of the action plan, the Council will continue to publish annual progress reports based on the delivery of the commitments in the new Climate Change Strategy (2026-30) (PDF 1.86KB).
