Agenda item 5	To consider the following Business Motion that relates to the setting of the Budget:- (I) Motion to be moved by Councillor Canal and seconded by Councillor Cole “This Council notes the Labour administration’s proposals, laid out in the 2018/19 Budget submission, to borrow an additional £100m to invest speculatively in Commercial Property across the UK. Council notes that this is an extra £1,000 borrowing for every household in the borough. This Council agrees that it is neither appropriate nor desirable to expose the borough and its residents to this level of risk, nor gamble with Council Tax payers money in the Commercial Property market. Accordingly, Council agrees to not approve this budget item.”	04:46
