What is a penalty charge notice?

A Penalty Charge Notice (PCN) - commonly called a 'parking ticket' - is issued when a driver parks a vehicle in contravention of the parking regulations.

The council uses Civil Enforcement Officers (CEOs) - formerly known as Parking Attendants - to issue PCNs .  CEOs patrol the streets of Redbridge seven days per week and ensure that parking controls are observed and enforced in a fair, accurate and consistent manner. They play a vital role in keeping traffic moving.

How much is a penalty charge notice?

The charges for PCNs are not set by individual councils, but by a London-wide body called London Councils.

From 1st July 2007 all London Boroughs adopted a system of 'differential parking penalties'.  Parking contraventions that are considered to be more serious attract a higher charge (£100 or £120 depending on the location), and parking contraventions that are considered to be less serious attract a lower charge (£80 or £60 depending on the location).

If payment is received within 14 days from the date of issue of the PCN , the fine is then reduced by 50%.

How do I pay a penalty charge notice?

Do not ignore penalty charge notices. Always pay your PCN promptly and within 14 days of it being issued to qualify for a 50% discount.

You may pay your fine by cash, cheque, (made payable to 'London Borough of Redbridge'), postal order or credit card (Visa, Mastercard, Switch) using one of the following methods:

  • On-line using the 'pay it' facility
  • By telephone on the credit card line
  • By post, to payments and benefits
  • At the cashiers office
  • Opening hours for the cashier's office and the credit card line are Monday, Tuesday, Thursday and Friday 8.45am - 4.30pm and Wednesday 9.30am - 4.30pm. Please ensure that you quote the PCN number found at the top of the notice, on all correspondence.
