Parking Management

Design

The design element incorporates resident consultation, design and implementation of parking schemes such as controlled parking zones, residents' permit parking zones and any other parking design related issues.

Enforcement

The Council employ under contract Apcoa Parking UK Limited to enforce on and off-street restrictions. This operation takes place seven days per week except Christmas Day. The contract is managed and regularly monitored to ensure the required performance of the contractor.

The Parking Services team deals with the first representations to any penalty charge notice (PCN). Further appeals are dealt with by the Council's Legal Services.

We also issue residents, businesses and doctors permits, and any other related permits for the zones and season tickets for the Council car parks, including Ley Street Multi-Storey Car Park (MSCP).

Council On/Off-Street Car Parking

The Council manages and operates Ley Street Multi Storey Car Park together with 19 other surface car parks and numerous on-street parking bays throughout the Borough.

This includes the operation of those locations governed by pay on foot, pay and display or parking meters. Machines are monitored on a daily basis and currently a programme is in place for the replacement of parking meters with solar powered pay and display machines.
