Making online payments securely
It is safe to make payments to the London
Borough of Redbridge online. It is our policy to protect your
privacy by making your online transactions with the council
secure. We have strict security measures in place to prevent
the alteration, loss or misuse of information on our computers.
When you send us your payment details, they
are encrypted, or changed to unreadable code, on their journey
between your computer and ours. So any information you send us
cannot be read between these two points.
When your payment details arrive they are held
securely at our end. Access to your information is carefully
restricted. We will only use your card details for the
payment concerned. We will not disclose your card details to any
third parties other than the bank which processes them for
payment.
If you would like to check the secure status
of our web server, where your details are held, please click on the
VeriSign secure symbol, which is displayed on all payment
pages.
Once your credit card company or bank has
approved the payment, they will process it within two working days.
Once your payment has been authorised, it will appear on a
confirmation screen, which you may like to print out or save for
future reference.
To make using the online payments service even
more secure we automatically instruct most browsers to no longer
cache personal information (i.e. store information in their
memory). We are able to do this in the majority of instances but
strongly advise that after you have completed making all your
payments that you return to the one of home pages using the links
on the final page.
Where the browser does not cache information,
you may not be able to retrieve the last page you have visited by
using the browser's back button. In some cases you may have to
follow additional steps to refresh the page you have seen. Using
the navigation buttons on the online payments service pages avoids
any navigation problems.
The council complies with the provisions of
the Data Protection Act 1998 and our online payments are subject to
the tightest security under our control.
Freedom of Information
The Freedom of Information Act 2000 and
Environmental Information Regulations 2005 give people the right to
request information held by public authorities.
This Right to Know allows you to access a
range of recorded information held by the council. Freedom of
Information gives you two related rights:

We ask that users act responsibly when posing a question or
answer. This area of the site will be checked regularly to ensure
that posted questions and answers meet our conditions of use.
Please take the opportunity to review the rules before you make a
contribution. We automatically filter out obscene and
offensive language and we also ask users to report any postings
that they find offensive or objectionable. Please email the
site moderator Redbridgei.admin@redbridge.gov.uk
, if you have concerns about a posting on this site. Any
repeated misuse of the Ask your Neighbour facility may result
in the user being suspended (via their IP address).
This feature has been developed to allow users
to ask questions about any manner of issues like:
- local problems
- share your knowledge of local information
- feedback on services you have received
- issues related to the area that you live, that you'd like to
discuss with others
Some of the above are just
guidance/suggestions of what Ask my neighbours should be used
for.
Neighbourhood Matters
Neighbourhood Matters postings will not be cleared or maybe
removed if they are judged to:
- be unlawful, harassing, defamatory, threatening, abusive,
obscene, sexually explicitly or racially offensive
- Contain information that may lead to court action or relate to
court proceedings
- Incite people to commit any crime, including incitement of
racial hatred
- Make personalised attacks on people or other users
- Contain personal information about the user or other
individuals.
- Off the topic being discussed in that part of Neighbourhood
Matters.
In submitting content to Neighbourhood Matters, you agree that
you will not
- submit any material which is not your own or you do not own the
copyright for or that you have not got permission from the
originator
- upload falsehoods or misrepresentations that could damage any
third party
- submit any material that is unlawful, obscene, pornographic,
offensive or otherwise inappropriate
- undertake in political campaigning
- solicit for business
- impersonate another person.
If you persist in attempting to violate the above terms, you
may be suspended.
You hereby agree fully to indemnify, keep
indemnified and hold the council or any of our officers, employees,
agents, sub-contractors and affiliated companies harmless from and
against any and all costs, claims, losses, damages or liability and
expenses (including, but not limited to, legal fees) made by any
third party in any jurisdiction due to or arising out of your use
of Neighbourhood Matters on this website, your connection to the
website, your breach of the terms of use or any other breach by you
of any third party rights.
The forums will be checked regularly to ensure
that posted comments meet our conditions of use.

- Obscene - Material that is offensive, indecent or pornographic,
including any material of a sexual nature
- Offensive - Material that might reasonably be expected to cause
distress to others. Pledges should be civil, tasteful and polite.
They should not be mean-spirited, or contributed with the intention
of causing trouble. Pledges should maintain a community
focus. They should not include vulgar language
- Confidential - Any information, disclosure of which would
constitute a breach of the common law duty of confidentiality
- An incitement - Any pledge that seeks to influence another to
the commission of a criminal offence
- In contempt of court - Disclosing information about live court
proceedings before that information has been heard in court or
where reporting restrictions are in place. Please note that the
moderators will generally bar any postings relating to court
proceedings, as they cannot be expected to know or investigate the
legal status of individual cases
- Advertising - Pledges advertising a service or business.

These forums have been split into themed areas and the topics
are set by the moderators. The themes reflect the issues that
the council wants to engage residents in. You may read all
postings in the discussion forums without registering. If you wish
to have your say and post a message then you will be required to
register.
Registration to the forum is free, but we do
insist that you abide by our rules.

Do’s and Don’ts of posting messages
Do read the topic list before you post and use a topic that
already exists if there is one relevant, rather than starting a new
one. This will increase the visibility of your post, as people do
tend to keep an eye on active topics more than the multitude of
newly created topics.
Do make sure you are familiar with the guidance on acceptable
content.
Do share your views and local knowledge with others.
Do be patient with other users. Even if someone posts in a way
that annoys you (in “txt spk” for example), try to stay polite and
balanced in any response
Do be very careful what links you use, respected news sources
that contain a relevant news story you wish to talk about are OK.
Do not post any personal urls in the forums as this will result in
your account being suspended. If you are unsure, then don’t use a
link.
The Council is not responsible for the content of third party
sites.

- if you think they need to check a post for any reason. You may
think it is offensive, inappropriate or really, really funny and
want us to have a laugh.
- if you think someone is misusing the forum, don’t get involved

Do not give out any personal information about
yourself especially contact information. There are many casual
guests who will visit the forum and you can never be entirely
certain that you know the people you are chatting to.
Do not post any personal information about others; respect other
people's privacy.
Do not post defamatory, harassing or unlawful comments relating
to individuals, organisations or any group of people.
Do not add anything to your signature that others users may get
annoyed by, such as very long signatures or excessive
emoticons.
Do not put any links in signatures.
Do not copy and paste large chunks from other sites, or include
copyrighted material in your post.
Do not link directly to any kind of media file, photographs, and
movie clips, etc… will not be accepted.
Do not try to use the forum to promote your website, business,
or yourself.
Do not repeatedly re-post deleted topics; this may result in
your being banned from using the forum.

The Council reserves the right to remove inappropriate or
offensive messages. If you feel there is a post that is offensive
or inappropriate in any way, Or if you have any general
