The Learning Disability Partnership was created as a special agreement in 2003 together with the London Borough of Redbridge, the London Borough of Waltham Forest, the Redbridge Primary Care Trust and the Waltham Forest Primary Care Trust. The London Borough of Redbridge takes a lead in the Partnership. The Head of Service, Sheenagh Burgess, came in to post in September 2003, and has three Service Managers reporting to her. The Service Manager (Integrated Teams), manages the two, borough based integrated health and social care teams. This post is job shared between Jean Jay and Karen Morrell. The Service Manager for Commissioning and Contracts is Wendy Taylor, and the Service Manager for Provided Services is Mary Byrne.

People with a learning disability and their carers are our customers. The Partnership has pooled budgets of over £65 million, and a staff group of around 250, and is confident that it will continue to build an organisation developing an exciting range of services meeting the needs of service users and carers in the two boroughs. 

The Partnership is committed to working in partnership with a wide range of organisations including local health services, voluntary organisations, housing providers and private sector service providers. It values the diversity of background, skills and expertise of its staff and is keen to become an organisation noted for its good practice and 'learning culture'.
